Before you pay anything: 7 checks
- Society approval. Is the scheme on the CDA / RDA approved list, or on their illegal list? Check here, then ask the society office for the NOC / approval letter and match the number with the authority.
- Plot on the ground? Ask: possession, allotment letter, or open file? A file has no plot number. Ask how many files were issued and when balloting is. Open files are the riskiest.
- Ownership papers. For registry land: fard (record of rights) and intiqal (mutation) from the Punjab Land Records Authority centre or online. For societies: allotment / transfer letter in the seller's name, verified at the society office in person.
- Seller identity. Original CNIC, and the name must match the papers exactly. For a power of attorney, see the original and verify it.
- Dues. No-dues certificate from the society; property tax and utility bills cleared.
- Visit the plot. With the society's surveyor or a dealer you trust. Check the plot number on the ground and the neighbours.
- Bayana only with a written receipt (template), two witnesses, never cash without a receipt, never to a "representative".
Red flags
- Price far below the going rate.
- Pressure to pay today, "last file", "balloting next week".
- Seller refuses to show original papers or meet at the society office.
- Society not reachable at an official office or has no approval number.
- Payment to a personal account that is not the seller's.
Rent: what tenants and landlords must do
- Written agreement on stamp paper (template): advance, deposit, increase, notice, who pays what.
- Receipt for the deposit, and photos of the property on move-in day.
- Tenant registration with the Punjab Police Tenant Registration System is the landlord's duty; the tenant gives CNIC copies.
